Beale
covers 23,000 acres. The runway is on the
west side of
the base 4.5 miles from Yuba Highlands’
nearest housing.
The River Highlands Community Plan was approved
in December of 1993 providing zoning for
approximately 7,500 homes. Since that approval
Beale AFB has survived two BRAC rounds with
perfect encroachment scores. Few people
realize the Headquarters Air Force yardstick
for encroachment in both the 1995 and 2005
BRAC included not only existing residential
properties but zoned
homesites as well. The zoning for Yuba Highlands
was recorded prior to both BRACs and was
considered in the analysis prepared by the
Air Force for the 1995 and 2005 BRAC commissions.
Thus
it is a fact that two separate Air Force
studies and two BRAC commissions concluded
that Beale AFB is not encroached by Yuba
Highlands.
Yuba Highlands offers Beale additional housing
for its military personnel, retired service
members, civilian employees and employees
of contractors working on the base.
Yuba Highlands proposes a number of measures
funded by the developer to provide additional
security to Beale. These include:
Construction
of an additional security fence to protect
Pave Paws.
A conservation
easement along the
border between the two properties.
Construction of a berm to reduce
sound from Beale’s firing range.
